Because they usual do not want to house these victims feeling they are unstable and tend to let the perps back into the house.

These programs can be harmful because landlords reject applicats based on prior criminal activity.

They deny housing to people who have suffered trauma, and often financial abuse, or who have any sort of criminal record (whether it be drug-related or DV related.)
